ABOUT THE DRUG-RUNNING BOATS OUT OF THE CARIBBEAN

 So, What's the Difference between blowing up a big boat and then
coming back and saying 
'Kill Them All'.    99% are killed after such explosions anyway.   
The reason for the Destruction is to STOP POISON from coming into the USA ! 
Anyone left alive would go back and begin the same thing again !    What if WE had to litigate every Enemy Combatant's death during WWII.    We'd still be in WWII !     Congress can do something about it if They Want To, under the War Powers Act !
